FOR CIVIL ENGINEERING CONSULTANCY SERVICES FOR THE DEVELOPMENT OF AN
INTEGRATED MULTI-TROPHIC AQUACULTURE FACILITY AT KWETU TRAINING CENTRE,
MTWAPA, KILIFI COUNTY. KENYA

INTRODUCTION

Kwetu Training Centre for sustainable development (KWETU) was founded in 1996 as a vocational
training centre and was registered as a non-governmental organization (NGO) in 1997. The aim of
establishing the centre was to equip the unemployed youth, women and fisher folk with knowledge
and skills for setting up and managing natural resources-based businesses aiming at self-employment
creation and poverty alleviation. Kwetu Training Centre for Sustainable Development, through its
mandate to build the capacity of coastal communities to natural resource management, has impacted
Community Based Organizations as well as individual youth and women. For over twenty years now
Kwetu has trained local communities on livelihood activities such as sustainable farming, fruit and
vegetable processing, nature-based products such as neem oil, beekeeping, and mariculture. Life skills
including human health particularly reproductive issues and HIV/AIDS as well as entrepreneurship skills
development have always been an integral aspect of KWETU’s holistic approach. The overall goal has
always been to promote environmental sustainability and the self-empowerment of community
members, as active agents of change to improve their quality of life.

PROJECT SUMMARY

KWETU is receiving a grant from Worldfish towards development of an IMTA demonstration site. The
site chosen is that of Kwetu training centre for sustainable development alongside the Mtwapa
Creek, North of Mombasa. The cornerstone of this development is the innovative use of bioproducts
from aquaculture, such as Rabbit Fish, to feed bottom dwellers, such as Sea Cucumber and
nourishing Seaweed and Oysters, thereby demonstrating a commitment to environmental
sustainability and resource efficiency.

The demonstration site will consist of two areas, shown below, namely:
A) The repurposing of an existing Milk-Fish hatchery (indicated as Existing Hatchery) to a Sea
Cucumber hatchery. The dimensions of this area are 17.3m by 10m; and
B) A green-field site (Area A) to accommodate an IMTA concrete tank and an Oyster hatchery.
The dimensions of this area are 25m by 23m.

Another green-field site (Area C) having dimensions of 21.5m by 11.5m is also available. However,
this area is less preferred than Area A due to the unlevel of the ground.

TERMS OF REFERENCE

Scope of work
The selected Contractor(s) will:
1. Meet up with KWETU management to view the noted sites.
2. Actively collaborate with AquaBioTech Group to design the structural elements of the facility,
in line with the attached (refer to Appendix 2) concept drawing, namely the wall thickness, the
reinforcements needed, and the structure for roofing works.
3. To inform AquaBioTech of the local market rates of excavation, concrete, rebar, concrete
casting works, structural steel roofing, internal and external finishing works, internal partitions,
apertures, general MEP labour works and site logistics. Further, to contribute to AquaBioTech’s
compilation of a project BoQ and budget profile.
4. Support KWETU with the permitting process for the proposed works to the local Authorities, in
line with the timeline of the project (refer to Appendix 1).
5. Review of the proposals submitted by contractors with respect to structural engineering and
finishing works and submission of a review report to KWETU management.
6. Perform periodic inspection of works on site and reporting thereon.
7. Assist with the finalisation of the contractor’s payment certificates to ensure that the claims for
payment tally with the works undertaken.
8. Generally, collaborate with all Partners of the project by attending to Progress Meetings as
required.

Timeline
The timeline of the development is very tight, whereby the construction, aquaculture equipment
installation and general MEPs need to be completed by not later than end of March 2026. Reference
should be made to Appendix 1.

Qualifications and Experience
The consultant should have:
a) At least a university degree in Civil Engineering or equivalent.
b) Postgraduate knowledge of hydraulics would be an asset.
c) A minimum of five (5) years of experience in Civil Engineering design and construction
supervision activities.
d) Registration as a Professional Engineer with a local / international Engineering Association
would be an asset.

Evaluation Criteria
Expressions of interest will be evaluated based on the contractor’s experience, proposed
approach, resources that can be made available to the project and cost-effectiveness.

the tight timeline of the project, and resources that can be made available. Expressions of interest
should demonstrate a clear understanding of the objectives and scope of work, highlighting previous
relevant experience. A site visit is recommended.

Deliverables
1.Follow civil engineering drawings and instructions for the required building processes, including
finishing works. In doing so, to follow the civil engineer’s site instructions.
2.Follow the aquaculture drawings and instructions for the installation of any underground and
above ground piping, installation of equipment and general MEP installations. In doing so, to follow
site and remote instructions on the execution of the works.
3.Continuously report on progress of works and highlight any blockers to KWETU management
and AquaBioTech Group.
4.Interested parties are invited to submit their expression of interest, outlining their approach to support
the tight timeline of the project, and resources that can be made available. Expressions of interest
5.Attend to progress meetings on a periodic basis or as requested by KWETU management.
Ensure that all the works are executed in line with both technical and administrative regulations.
Timeline
The timeline of the development is very tight, whereby the construction, aquaculture equipment
installation and general MEPs need to be completed by not later than end of March 2026. Reference
should be made to Appendix 1.

Qualifications and Experience
1.The appropriate equipment resources and licensed personnel to undertake the relevant works.
The Contractor would need to show the resources that will be made available are sufficient to execute
the scope of work efficiently.
2.Proven experience in delivering turn-key building projects in rural environments, with full
respect to the environment.
3.Demonstrated expertise in the construction of aquaculture systems and connection of such
systems.
4.Ability to interact with the site management as well with other partners, both physically and
remotely. Internet access on site is a requirement.
